I am fairly certain that there is some sort of nerve connection between ears and throat, so that may be to blame. I never got the coughing thing, but I've found that I can "scratch" an inner-ear itch by swallowing crunchy foods. Maybe you're getting the same thing, only it's irritating your throat instead.
